Server Noise

I have two P4-2600CP servers, one in different buildings.  Due to renovations at one building, I moved the one server to another room.  This server is making a loud, consistent noise I believe to be coming from the power supplies.  Normally, you'll hear this noise for a while once the server is started then it goes away after a few minutes.  On this one, the noise is not going away.

I've tried taking out each power supply to see if it's just one doing this but appears to be both.

Is this normal or an indication that something is wrong.  The other server doesn't do this.

Also, are the power supplies hot swappable or does the server need to be shutdown prior to removing them?  I might try swapping one power supply with the other server.
